I am delighted to welcome you to the Luwingu Town Council website. Luwingu District is one of the 12 Districts located in Northern Province of Zambia. It was established in 1906 which makes it one of the oldest Districts in the Province. Additionally, it is located on the M3 and is situated approximately 845km from Lusaka the Capital City of Zambia, 18km, the Provincial Capital of Luapula Province and 165km from Kasama which is the Provincial Capital of Northern Province.
The District has a surface area of approximately 6,892km² of which only close to 5% is under Leasehold Tenure while the remaining 95 percent is under customary (Traditional). It is worth noting that the District has three chiefdoms which are ruled over by Senior Chief Tungati, Chief Shi-Mumbi and Chief Chipalo. Politically, Luwingu has one constituency – Lubansenshi Constituency which is segmented into 13 wards.
The Council has developed a vision and mission statement through our strategic plan, which provides us with direction and morality based on our institutional doctrine. Through our mission statement, we believe to become the best managed council to facilitate poverty reduction programmes through effective use of local and external resources on community participation in an integrated approach while emphasizing core values of honesty, transparency, integrity, accountability, and equity. The council has also identified six (5) key area’s that would steer the Council towards achievement of its vision, these are:
Provide efficient, effective, reliable, equitable and sustainable services to the residents and tourist population of the district of Luwingu.
Promote transparency, accountability, responsibility, fairness, inclusivity and democracy in the process of decision making and execution of duties.
Create an environment that values the contributions of our staff, stakeholders and the residents in the provision of services.
Provide the most cost-effective services and realize value for money for all stakeholders at all times.
Treasure the contribution of our visitors, partners, investors and other stakeholders in making the district of Luwingu hospitable.
Use the vast knowledge gained from life experiences of our City leaders to make the right choices and accept advice.
In carrying out our mandated duties, we believe that residents of Luwingu District have the right to quality, efficient, and effective services, and that elected councillors have an obligation to make decisions that are in the best interests of the residents.
We therefore commit ourselves to this cause, and we hope to update this site on a regular basis with news, information, plans, and reports for your consideration, reaction, and action, so please make it a habit to visit this website on a regular basis for updates.
