Institutional Management
1. Internal Audit Unit
Roles
- Overseeing that the undertaking of internal Audit operations in order to facilitate internal controls are adhered to and safe guard Council assets.
Responsibilities
- Internal Audit reports: oversees timely preparation of internal audit reports in order to facilitate decision making.
- Audit assignments: manages effectively and timely audit assignments in order to ensure adherence to internal controls.
- Risk management: undertake timely implementation of risk management programme in order to facilitate identification of risks and implementation of interventions
- Systems controls: undertakes effectively the monitoring system controls under various departments in order to enhance adherence and accountability.
2. Public Relations Unit
Roles
- Supervises and assesses public attitudes, and maintaining mutual relations and understanding between the Local Authority and its public.
Responsibilities
- Designing communications campaigns.
- Writing press releases and other content for news.
- Working with the press.
- Arranging interviews for company spokespeople.
- Writing speeches for company leaders.
- Acting as an organization's spokesperson.
- Preparing clients for press conferences and media.
3. Procurement Unit
Role
- The procurement department serves its customers internally by negotiating costs with the vendors, preparing the contracts, and issuing vendor's purchase orders.
Responsibilities
- Supervises and undertakes efficiently the procurement of goods and services in order to ensure availability of materials for operational and maintenance requirements.
- Supervises and undertakes effectively the provision of secretarial services to the Procurement Committee in order to facilitate implementation of procurement decisions.
4. ICT Unit
Roles
The Unit shall be responsible for providing ICT services, management and
maintenance of the Management Information Systems (MIS) in order to
make information available to end users.
- Develop and maintain an up-to-date management information system
in order to make information available to end users; - Coordinate and align systems and hardware specifications with user
requirements in order to ensure conformity to policies and standards - Coordinate the management of content on Council website(s) and
portal(s).
5. Legal Services Unit
The Legal Services Unit shall be responsible for providing legal advice and
ensuring that the interests of the Council are safeguarded.
Roles
- Represent the Council in legal matters before the Courts of law in
order to safeguard the Council’s interests - Prepare litigation documents on litigation cases for the Council in
order to safeguard Government resources - Provide legal advice to the Council in order to make informed
decisions - Process land applications in order to facilitate allocation and
sustainable development - Prosecute criminal offences pursuant to the Local Government Act
and other related legislation in order to enhance compliance - Maintain the Deeds Register in order to facilitate property ownership
- Issue licences in order to regulate the conduct of business
- Prepare and execute contracts in order to enhance contract
management - Coordinate the drafting of all contracts and agreements before
submission to the Attorney General in order to accord easy venting - Provide Levies, Tariffs, Tolls and Licenses; and
- Provide legal advice on tax laws in order for the Attorney General to
consider and make informed decisions.
Responsibilities
The Department is responsible for the provision of preventive and
curative health services through general nursing care and clinical care and
provision of medical equipment, and pharmaceutical services. The
Department is also be responsible for implementing programmes and
projects aimed at preventing, controlling and eliminating diseases in order to
promote health and prolong life.
Fisheries, Livestock and Vetenary Services
The Department is responsible for the implementation of the fisheries
and livestock development programmes as well as provision of veterinary
services. It also monitors the implementation of the national capture
fisheries and aquaculture programmes.
1.Fisheries and Aquaculture Section
- Conserve, manage and develop fishery resources and waters in a
sustainable manner in order to improve fish stocks - Protect fish stocks from the effects of pollution and from any other
effects which are harmful or potentially harmful - Enforce the annual fishing ban in order to enhance fish stocks through
uninterrupted breeding - Provide Fisheries and Aquaculture extension services in order to
achieve growth and sustainability - Conduct inspections on fish and aquatic environment in order to
ensure adherence to set standards. - Disseminate information in capture fisheries and aquaculture
management in order to create awareness and enhance fish farmer
participation. - Provide technical support to training institutions in order to enhance
capacity and respond to emerging issues.
2.Livestock Development Section
- Promote and implement Animal Welfare and Livestock Production
programmes in order to enhance productivity of the livestock rearing
systems - Promote production of indigenous breeds
- Manage rangelands and livestock water sources in order to ensure
adequate availability of feed and water for livestock - Undertake grading of livestock, livestock products and by-products in
order to ensure adherence to quality requirements. - Enforce Livestock, Livestock Products and By-products standards in
order to ensure compliance - Transfer of appropriate technologies in order to enhance livestock
production and value-addition - Maintain a livestock database in order to inform decision making
- Collaborate with various stakeholders on management of livestock in
order to enhance growth of the sector.
